New York Gov. Kathy Hochul announced Oct. 5 an expansion of the state’s Reconnect free community college initiative to help adults retrain as artificial intelligence (AI) reshapes employment.

Starting with the spring 2027 semester, New Yorkers ages 25 to 55 can pursue eligible associate degrees, even if they already hold a college degree in a different field.

The change could extend eligibility to tens of thousands more adults through the State University of New York (SUNY) and City University of New York (CUNY), according to a press release from the governor’s office.

“By expanding access to free community college, we’re making it even easier for adult learners to pivot into fast-growing, high-demand sectors without taking on a single dollar of tuition debt,” Hochul said.

The SUNY and CUNY Reconnect initiative launched in 2025 and has served more than 15,000 adults, according to the governor’s office. It served adults without a college degree; an exception was made for students pursuing eligible nursing degrees.

Eligible associate degree programs through Reconnect span fields including advanced manufacturing, AI, cybersecurity, engineering, technology, nursing and allied health, green jobs, supply chain management, aviation, emergency management, and teaching pathways in shortage areas, according to its program guidance.

SUNY students can enroll full time or part time, but must take at least six credits per semester and complete their degree within 10 semesters. Both new students and students already enrolled in approved programs can participate if they meet eligibility requirements.

SUNY Reconnect covers tuition, fees, required books, and supplies after other financial aid is applied, including New York’s Tuition Assistance Program. Students do not need to apply for federal loans to qualify. Funding excludes housing, transportation, meal plans, and other nonacademic expenses.

Application periods will vary by campus. Spring classes begin in January at most colleges.
