Dell Technologies Mission Executive Matthew C. Fraser formerly served as the Chief Technology Officer for the City of New York, overseeing a $9.2B technology portfolio and more than 9,000 professionals across one of the world’s largest public-sector technology ecosystems.

He led the consolidation of multiple legacy technology agencies into the Office of Technology and Innovation, driving a citywide business and technology transformation that improved service reliability while delivering more than $1B in cumulative savings without cutting a single public-facing service.

Fraser spearheaded Big Apple Connect, the nation’s largest municipal broadband program serving more than 330,000 public housing residents, partnered with the Mayor’s office to deliver 350,000 LTE-enabled devices to NYC students, and led the NYC Blockchain Plan and Artificial Intelligence Action Plan—positioning New York City as a global leader in responsible, enterprise-scale innovation.
